Where are the cities?

When in the negotiations screen I can not the full list of cities. It displays only about 12 or so. I have C3C.

FIrst you have to have knowledge of them, via exploring or trade of maps. Then you should have a white arrow to scroll up or down.

My cities are also not seen and there is no scrole button

The negotiation screen always shows all the cities whether you have found them or not. Study the interface better, there is a way to scroll the list.

Posting some screenshots or a save would be useful in a situation like this.
