Where Did All That Money Go?

Hi, I am an avid fan of the civ games. I've played all of them but I am finally stuck. I have tried to start a civ three times, and everytime I have noticed that the upkeep mysteriously goes up. I have produced no buildings/gold consuming units, and then all of a sudden I am producing negative gold. That wouldn't be so bad but I haven't figured out how to adjust taxes. I looked at monarchy- that just made it worse, as now I am charged gold for my military units. *sigh* its not civ 2 anymore toto.
