How about the SoL turning foreign workers into nationals and spawning a worker every few turns.

I don't see Sufferage as an American worker.

Some European nations (I specifically recall Britatin) granted women's sufferage first. Unlike the US, Britain drafted its women during the war.

About the status liberty, my suggerstion :
- Making foreign workers into nationals, half the cost but same powers.
- Make sure the statue liberty available in pre-modern area (not in ancient area where I lost the wonders in most of the time :ripper:, and not in modern area where either I have been killed :die: or having a lot of money already ), or the game close to over already.

Eiffel Tower was certainly a feat of construction in its day (well, of course all the Wonders are), as it was the tallest building in the world for decades until Chrysler Building was finished. It was constructed for the Paris Universal Exhibition and still remains a first-class tourist attraction, so I think the first and foremost bonus would be commercial. Maybe something along a modern day Colossus, increasing trade in the city it's built in, as well as providing a decent, but not stunning, amount of culture? Requires the scientific advance Steel to build. Industrious and Commercial flags.

As for Taj Mahal, it is definitely a religious structure in the first place, as it is a tomb of a 17th century empress. Lots of culture for this one, obviously, and something to go along with it. +50% Luxury Output? Increases Luxury Trade (Marketplace effect)? Continental mood effects? Religious flag.

Maybe Eiffel Tower could speed up the production of all tour cities (or just the one where its built) for 20-30 turns, lets say for 50% or even 100%. It would be somethink like and industrius boom. Could also trigger G.A. for industrius civs.
