A part of the mod I am working on expands the mechanics involved with barbarians. Eventually I want to include the following.
1. Players can open a dialogue screen with individual barbarian tribes and can do things like pay them to not attack your city for x turns, attack another civs city for gold payment, ect.
2. Barbarians bring back settlers and workers to their camp, and when they move inside it upgrades the camp, allowing it to produce different units and units with starting promotions.
3. When barbarians pillage tiles, the resources contribute to the next camp level or if a player payed them to attack someone else then non-gold/health yields from pillaging go to the player.
4. If you have a good relationship with a tribe, you can purchase their units.
I have many parts figured out, but I need to find the code that allows barbs to raize any city except for your capital. I am guessing that this code also does the same thing for city states, which i want to change from raising to conquering for their major civ ally.
