Why can I not pillage my own roads?

Come on now, pillaging your own roads used to be a very useful strategy to prevent the rapid advancement of the enemy. Remember that if a city is big, then it can cover a huge area, and in the second the city falls, this area will be open to full speed of the enemy units.

Probably because pillaging gives money and non-stop building roads and pillaging them would be an exploit.
I agree with you about the captured cities though.

I have pillaged my own city once before on accident. I don't know if this is a bug or if you are allowed to do that.

No, you can pillage your own stuff but it won't give you any money. You have to pillage an enemies stuff to get money.
