[GS] Why can't Air units form Corp/Army?

Oh, what a noob mistake! So it is better to beeline to bombers rather than ti tanks?

There're basically two ways. One is for tank and one is for bomber.

The tank line costs a little less science, and can keep you in pace with the military strength throughout the eras. It is a stable choice to use tanks. Then you invest on modern tanks, which costs a little more science than bombers.

The bomber is another way. On this way all you need is bomber. You research advanced flights, mine aluminum, build an aerodrome and buy a bomber. (Maybe one more fighter) And then the game completely falls to your side. A bomber takes down cities in 1T while a fighter takes down units in 1T. Your enemies have to surrounder even with Tanks, since it only take 2 hits for a bomber or fighter to take down a tank, however the tank has nothing to do with it.
 
Edit: the best way to specialize fighters between Air superiority and ground attack is probably through their promotions tree over anything. The left side currently focuses taking down aircraft while the right offers +17(double damage!!) against all land units. Sadly units can’t start as promoted as they could in civ4 or 5. Opening 2 promos would lead to some devastating fighters - I wonder if strafe applies to Giant Robots...

Given that "Fighters" based on their promotions includes any aircraft with less than 2 to 4 engines, the Class should include Dive and Torpedo Bombers on aircraft carriers, Long Range Escort Fighters, heavy Night Fighters and short range Interceptors, and Ground Attack and Dive Bombing aircraft. That's a wide range of capabilities, which IRL required radically different airframes and equipment.
This is one of many reasons why I'd like to see the "Technical Promotions" of the GDR extended to other units and classes of units in the game, and the current "Promotion Trees" become real Promotions instead of a combination of changes in technique and tactics with radical physical reconstruction.
So, for example, the Bomber Promotions of Torpedo Bomber, Long Range, and Super Fortress require major construction of air frames to accomplish, so they aren't really promotions, they should be linked to Technical/Scientific discoveries as "Technical Upgrades"
The Fighter "Promotions" of Cockpit Armor, Interceptor, Tank Busters and Drop Tanks are all mostly Technical Upgrades, not Promotions that come from Combat Experience as now.

Done right, a combination of systems like this would allow you to build a bunch of dedicated Torpedo Bombers from scratch, or Long Range Escort Fighters (which the USA would get 'for free', since that it what the P-51 was) or Interceptors - whatever you actually needed based on the situation, instead of a generic Bomber or Fighter that can be 'promoted' to a very different type of aircraft.

+1 to units getting more buffs from the tech tree, not just the GDR.
