Why can't I build a Campus?

Hi,

I can't build a campus (or a commercial district, for that matter) on the bottom left tile (the one with the Iron on it). Why??

I have version 1.0.0.56 running without mods.

Any help is greatly appreciated!

Because you cannot build districts on strategic resources (or luxury resources, IIRC).

Iirc. you can only harvest bonus resources, not strategics. But I might be mistaken.

You are not mistaken. You cannot harvest strategics or luxuries in the base game. (That functionality can, of course, be changed in a mod.)
