Why can't I build anything on this tile?

Hello.

I wish I could build a workshop on this tile, but the game won't let me. Still, the only requirement mentionned in the civilopaedia is "flatland". Furthermore, I have built workshops on two other tundra tiles (look immediately west). So, what's happening?
I can't build a cottage either. Why?

You can only build workshops, farms or cottages on tundra if it is adjacent to fresh water. The tiles to the west are, but this particular one isn't. You can't do anything with ordinary flatland tundra if it isn't next to fresh water.

The stipulation of flatland in the civlopedia for workshops is rather misleading. They can only be built on plains, grassland and tundra adjacent to fresh water. They can't be built on snow, ordinary tundra, flood plain or desert, even though they are flatland.
