Why can't I build good roads?

Hello, sorry to be a novice moron but it seems I am missing something with regards to the roads. I can build the tracks but not hte tarmac roads or railways. I am technologically advanced I just don't know the buttons!

To build railroads you need the tech Steam Power (first line industrial age), coal and iron.

Thanks, I think I have all those but, in the older Civs you simply pressed "r" when you worker was on an existing road yet this does not seem to do anything.
 
I can build roads and railroads by pressing "r" as you said (C3C that is, haven't played vanilla or PTW for a while). What are you playing (and which patch)?

Thanks guys - I'll get onto that. I'm just playing the standard Civ III. Bit of a newb to this one but used to play all the time back in the day....

A difference between civ2 and civ3 is that you could never build a railroad on... e.g. a one tile island.;)
Adding to thetrooper's post, your worker needs access to coal and iron via trade network - and you cannot possibly deliver coal and iron to a one tile island unless there was a city on it, in which case building rr is neither possible (rr not allowed as worker task on city center square, but these get automatically rr anyways)
