Why can't I build the Doviello hero, 'The War Machine'?

Yes, I am playing as the Doviello.

Yes, I have studied machinery.

Yes, the city I want to build it in has a siege workshop - it can build catapults.

The option simply is not there - is there some other hidden requirement?
 
You should be able to build it. To be sure:

You are playing BASE FfH II, patch o?

If you are, my guess is that you acutally starting building it in another city. If these don't check out, please send a savegame.

I can't open the save file. It says something like 'the file has been locked so that you can't modify the assets.' Can you take off any protection it has, I'm not computer literate.

maybe there are more than one Doviello faction in the game? And other Doviello had built The War Machine already?
 
@Breunor: Crap, I turned on the setting that sets an admin password for the assets to stop myself cheating. No can do. Damn.

@Jarrema: Is that possible? More than 1 faction of the same civ?
 
It IS possible, but probably only if you select more than one civ of the same time when you begin a game.
So, if you have not done so, it is not this situation
 
no, I believe that if civ is chosen at random, it would never be 'repeated'.
If you want for example two Sheaim civs in the game, you have to select them manually.

We have an ongoing PBEM game (Orbis modmod) where every player plays with the same civ, only different leader
 
I've played random civilizations/leaders and gotten duplicates. That was quite a while ago, but I don't think it was changed in any patches. I remember this specifically because, when I wanted to play with each and every civilization represented, I had to do it manually, otherwise I'd have two of some and none of others.

It never happened to me. But it could be the reason of Mental_Gear's problem
 
If you chose random Civ's, I doubt there is another Doviello Civ; I've never seen it although I'm not going to say it is impossible.

One item to check is to see if the computer thinks your hero is dead for some reason? That is, see if you can build a Shrine of the Champion.

More important, I've noticed that with the latest patch the game is sometimes weird about cities not connected to the capital. Check to see if the city in which you are trying to build the War machine is connected to the capital. If it isn't I'm almost certain that it may be the issue. Just as a test, build a seige workshop in your capital and see if you can build the War Machine.

Because Doviello AI is usually very weak and unable to fulfil requirements.

Unless he or she turned on "Challenge - No AI building requirements" when creating the new game.

I always have this ON. AI cannot properly manage building requirements
