Why can't I create industry here?

I was able to create a turtle industry in Aksu, but the game won't let me create a Lapis industry in Qaraqorum.

When I built the the second Lapis mine, literally the turn before, I received a notice that said I could now create an industry for it. Forward to the next turn, and the option is grayed out for my builder. I thought the only requirement was you had to have two improved tiles, and could only build one industry per city... What am I misunderstanding here?

(edit: I've tried building on both Lapis mines. Same result)

Because that mod (Resourceful 2) hasn’t been updated yet for the new mode. Therefore any resources from that mod like Lapis won’t be compatible with any of the mode’s features.
