Why can't I freely place my campus district.

There is a mountain just to the west of my capital. Naturally, I want to place a campus district next to said mountain to gain the adjacency bonus. Only I can't, the game won't let me place it in any tiles adjacent to the mountain and it gives no explanation as to why. Here is a screenshot.

As you can see, I own two tiles adjacent to the mountain. The tiles aren't on farther from the city center on the left than the legal ones on the right, and I can freely work the tiles. I checked the Civilopedia but cannot find any additional restrictions. So what gives?

Any know what is going on. I would greatly appreciate the help.

It looks like you have another city in that direction, is that correct? If so, it could be that you need to "Manage Citizens" in Rome and click Swap on the tiles by the mountain to make them owned by the city of Rome rather than the other city.
 
That tile may be "owned" by the city on the other side of the mountain. Open the Manage Citizens interface for Rome and see if that tile is labeled "Swap". If so, you can switch ownership of that tile to Rome and should be able to build the campus.
 
My understanding is that you can't place district on top of strategic or luxury ressources also. The one tile without horses might be worked by another city, yes
 
As everyone else has said, its because the other city "owns" the tile. Go into citizen management and select "swap" to change ownership, and now you should be able to do it. It would be nice if they just displayed "swap" in the same menu, but I'm sure they'll polish it up at some point.
 
Looks like the other city "owned" the tile even though it wasn't working it. I was able to swap the tile and now the problem is fixed.
