Why can't I plant a spy?

I have built the Intelligence Agency, but when I go to the Espionage screen I only have two options: Investigate City, and Steal Technology.
This is the first time I have played in a while, so maybe I am forgetting something...
I am Persia and my gov't is a Republic (in case that matters).
Any hints/guesses about why I can't plant a spy (so as to enable other mission types)?

Sounds to me like you already have a spy. There is an icon on the diplo screen to show an embassy and one to show a spy. If you do not see the spy, check to see if you have enough gold.
