why cant i play at all after patch1_74

i went to play civ 4 online with my friend it told me to download this patch and after i did theis everytime i try and load the game it comes up with it failed to start because "D3DX9_32.DLL" was not found it tells me to re-install i have done five time if i use patchs befor this it works but cant do it online and its annoying me and help
