Why can't I scan disk or defrag my computer?

Everytime I try to scan disk or defrag my computer it says that a file is running in the background. So I close all programs, except System and Explorer.

But this solves nothing, and the computer crashes after a while.

Ps. I have a new memory on my computer due to the virus Winchi95 destroying the last one, so it can't be memory.
 
Also are you connected through broadband or a local area network when trying to defrag? This will cause it to restart every time you get pinged. Whenever I decide to defrag I always boot into safe mode first that way nothing is running already.
 
Well, I can see that redtom does not want to provide more details, so I am not going to go into great detail by guessing what OS he is running, and what he has. I'll just say the answer is quite trivial and leave it at that.
 
I am using Windows Millenium Edition, unfortunately
 
The ME defrag.exe works quite well, it's about the only thing I like about it. I use it in 98, the 98 version of defrag works very slowly. You probably have things running that you aren't aware of, d/l an app that shows all running processes, some slip through the good ol' ctrl-alt-del
