Why can't I swap this tile?

I can't get these tiles away from Argos, and it's not even within range of that city. I captured Argos lately though. Just sorta killed the mood here.

Has Argos been ceded to you yet? You can't swap tiles until the city is "officially" yours.

I really don't like the cede crap atm. It seems better that you should continue the war otherwise you get more grievances!

It's new with GS and the patch that came with it.

I had a huge army and was waiting till my city finished it's commercial hubto make The Terracotta Army.
I just took over a city that was close to my encampment. The next turn it said that the people of the newly conquered city were starving. So I swapped a tile that had a farm on it which was right next to my encampment because I was waiting 3 more turns for my hub the worker will have repaired a couple farms by then.
So, commercial hub is done, I go to swap the time back and I can't!!!

I was certain that I knew all the rules about placement, so I search at the screen intensely. Click here, click there, try this, try that, nothing.....Ok google, found this post, saved my sanity, thank you.

I guess I didn't know every thing about placement.

That is not the issue here. You can't cede tiles with districts even if they are only partially built. Also AFAIK you can't cede tiles directly adjacent to a city.

Think he means the woods from that pop up. Yes, city needs to be ceded so you can't conquer a border city, transfer a load of tiles to your own cities and then give back the city without grievances.

It also stops the opposite to some degree, giving a city some of your mines so you can get moar gold when it flips.
