Why can't I upgrade my shogun in Japanese scenario

I'm playing the Japanese scenario, and I can't upgrade my leader. I've read the civpedia and it say how to do it (Swordsmanship, barracks) but when I have the leader placed on a city with the barracks and the advances it doesn't give me the option.

Can someone please help me out here. It's bloody annoying.

Do you have to do it in order of advances. And if you dont do it straight after swordsmanship you miss out??

You don't have enough cash. Upgrades cost a buttload.
 
Nope. Just him cruising round. How much would it cost for say the first upgrade?
 
It's okay to skip steps. So you can go from Shogun 1 to Shogun 4 if you have the cash. For most units it is 4 times the difference in shield cost, I think. May be different in that conquest.
 
No, I think you can still upgrade him, it's just that the cost of the upgrades becomes ridiculous. To go from 1 to 4, you have to pay for 1 to 2, 2 to 3, and finally 3 to 4, but you can't upgrade in stages. So you have to have all that money at one time. In that scenario, it would probably take a while to accumulate that much cash. I think that's why people think it can't be done. No one ever has that much money.
 
Its in the hundreds of gold if you let it go too far.
 
I checked shield values, and Shogun-1 costs zero, and Shogun-10 costs 200. So if the cost is 4 times the difference in shields (still not certain about this) then it would cost 800 gold to go all the way from 1 to 10 in one step. I think.
 
Don't you need iron to upgrade shogun. I think someone said that somewhere in this forum :)
 
I'm almost positive it's actually 3 gold per shield difference to do upgrades. I think it used to be 2 actually, but they changed it since it was too cheap and easy to mass-upgrade a bunch of units (not to mention half the price of rushing buildings or existing builds).

I'm pretty positive you don't need iron either - I'm playing the same scenario right now myself, and didn't get iron until like shogun-4 or something. I'm pretty sure I skipped from 1 to 3 as well. Don't recall the price, but it was somewhat hefty. Good luck in getting this figured out; sorry I can't be of more help.


Also, sorry to ask something somewhat off-topic, but what happens if you destroy a city with the War Council (/UN) in it? Can anyone build it again then? I'm about to have my game ended by the stupid war council, and I hate diplo endings. Can you edit that out somehow in the conquests? Sengoku rules, but I can't stand having diplo victories on, the most anti-climactic of all endings...
 
It is 3 gold per shield to upgrade in Conquests (2 in vanilla and PTW). Since most of the shogun upgrades are 20 shields it usually costs 60 gold per upgrade, if you leave upgrading too long it adds up to a lot of gold at once.

No, if the War Council is destroyed then it can't be rebuilt.
