[Vanilla] Why does Bandar Brunei give me 2 niter?

See the screenshot. Bandar Brunei only has 1 niter on the map, and I checked there are no niter hiding under the city center and the commercial hub if I'm not blind.

Why does he give me 2 niter when he only has 1?

It's a strat resource. It accumulates 2 per turn in this case.

Is it for real? When I have Niter in my territory, the amount doesn't increase...

I'm playing the latest Steam version, but have no DLC.

Check the tooltip for the citycentre or commercial hub if there is niter on one of those tiles...

Strategic resources do not work like luxuries. Stuff like niter, horses and iron accumulate.

It says 2 niter because the one source of niter is providing you 2 niter per turn. If there were two sources it would probably say 4 niter.

The OP is playing without Gathering Storm, so that's not the reason, and also stated he/she had checked the districts.
I've had that happen to me, I got Aluminium twice from a city state when there was definitely only one. SInce it didn't make any difference gameplay-wise I just accepted it. A good question is what happens when someone pillages the mine?

There's an Amani promotion that makes you get double any strategic resource present in the city state she's located in. Could that have been an explanation?

OP is playing on Vanilla, no R&F nor Gathering Storm

So no accumulating resources (that is Gathering Storm feature only) or Governors.

The most likely explanation is the that Bandai Brunei spawned on top of the second Niter, which his hidden beneath the City Centre.

I found another instance on the same map. It is Geneva who only has 1 coal on the map but gives me 2.
