Why does pottery cost 40 instead of 38?

Why do tech costs in the in-game tech tree differ from the actual tech costs of the game.

For example, on a standard map: Pottery should costs 38, according in-game technology tree.
But when I mouse over the tech progress overlay at the top left of the game screen it clearly says 40.

To avoid any confusion, I think they should be equal.
 
Each city you found increase your tech cost depend on map size and speed.
When i play huge marathon, each city founded increase 2% tech cost.

5% tech penalty. Your capital counts. I'm sure it's base 38 because it will increase to a nice round 40 once you found your capital.
 
In addition to the city effect; the world size map is also a factor.
"Small" is actually 100%. Standard size is 110%. Large & Huge have higher base science rates. But as above, on those maps, the per city penalty is less.
 
I think it's just map-size, actually.

With BNW, hover over the science beaker; and you'll see the per city penalty for the map size you are playing on.
 
Another modifier to tech cost is how many other civs in the game have already researched the tech. The cost is less.
