Why doesn't this tile have a yield for my capital?

Here's the tile.

It should be yielding the same as the hills next to it and I can't even manually select the tile.

A puppet to the left can get a yield from it, but it's not working the tile.

I tried saving and reloading, but that didn't do anything. The weird thing is that tile was worked about 30 turns ago, but now it's not. Any ideas?

EDIT: I don't know if this would make a difference, but here are the active mods.

The tile is reserved for puppet to work. If the puppet eally worked it, you would see the usual two arrows in circle sign in the capital screen. To reassign the tile to your capital, just click on where that sign (or citizen head) would be.

Weird. I tried that before I posted this, but I didn't work. I tried it again and it didn't work. I pressed it two or three times more, rapidly, and it worked.

I guess this thread can be locked then.
 
Unless you annex the puppet and manually reassign that tile back (not the best reason to annex, but ....).
