why is GEM running so slow for me

i bought my pc just 3 months ago and already im considering an upgrade! i have 2 gigs of ram, and a dual core amd 6000 (2x3000) and it still slows down even in the early stages of the game. ive turned the graphics down all the way and its still very slow. any ideas as to why this is? thanks.

i forgot to mention i have a 8600 gt graphics card. By slow, i mean it takes upwards of 30 seconds even in the early stage of the game.

Because the map is just to big for the slopily programmed Civ 4.
