Why Leonardo's Workshop not back in CIV 4?

That would work. Call it "Engineer" maybe, and have several levels--Engineer 1 might reduce the cost by 10%, then 20%, then 30%. By that time, such a grizzled veteran unit should be able to learn to use new weapons pretty easily.

As much as I loved Leo (in both Civ 2 and 3), you don't actually have to call it "Leonardo's Workshop" (a rather contrived name anyway), but I would like to see some wonder that reduced upgrade costs. If you're worried about balancing it could always be expensive and without a resource boost, and perhaps even an expiration tech, but remember that we now have the Krimlin, which I don't think is too powerful.

With upgrades being as expensive as they are, it's usually necesar to rebuild most of your units , so a Medieval/Renn. wonder that helped me out would really add to the game.
 
I miss the building what created free troops.
I do not remember the names but ... one made crusaders and the other made ancient cavalries.
Crusader factory should be available from monotheism and when you discover liberalism it would be obsolete(who needs crusaders when everyone has freedom to have their own faith).

That was the Terracotta army from the Rise of Nations
There were two wonders introduced in Civ3 Conquests that did this
  • Statue of Zeus - Ancient Cavalry every 5 turns
  • Knights Templar - Crusader every 5 turns
