Why Limited Movement on Railroads is Bad

As it stands now, with unlimited railroad movement, land units are apparently the fastest things on earth... far outpacing jet fighters and missiles. It doesn't make sense, and its not fun when you land on someone's coast, only for them to dump *everything* they have on you on the next turn. I'm fine with being driven back into the sea, but not when they're using units from every single city from every facet of their empire, to do it. Currently, an invasion by sea is something you NEVER have to worry about once you get railroads, because you can just as easily have units anywhere you want. This in turn makes navies even more worthless than they are now.
 
Unlimited railroad does overcome some micromanagement issues... but I find it makes war pretty bland, too. Nothing more boring than a war where you bring death to your neighbors doorstep in a single turn... and even if you fail, you can bring death to their doorstep again the NEXT turn.
 
There should be a 'rolling stock' rating that increases as you build more RR stations.
It gets used up as you put more strain on the RR system in your empire - Only so many workers and trains, etc.

This would represent the manpower and capabilities of your network.

A big, developed civ could move a lot of munitions and humans one turn, but not to the insane degree in the current civ games.
