Why Most Mods Only For CONQUEST?!

Why are most of the mods for the scenarios I see in the forum only for Civilization III: Conquest?!

Well, most people just want mods for Conquests.
I noticed this 2, yet i have Conquests. Don't worry, I'm sure if you look hard and request mods them for vanilla, you'll find em

It's simple. Most of the modders upgraded ASAP because they wanted to work with the latest and greatest. Play The World (and Conquests) made modding much safer because of its support for scenario directories so most modders use them. In addition, there are a few things you can mod in Conquests that you just can't do in vanilla.

Vanilla also might have some bugs and instabilities in it which sort of disadvantages it from conquests.
