Yes, it'll be on steam.
<edit> More specifically, you may get a disc and a steam code, but in the end you'll still need the steam code for DRM purposes. Once installed, other than updates or multiplayer games, you can play in offline mode. </edit>
Among other things Civ 6 Anniversary Edition includes a CD version of Civ VI with a steam code on the disk that marks it as Deluxe that was preordered.
Basically, running the disk, it will first install the files, then prompt you to log into your steam account to handle that. It will then check for updates (just in case there's a zero day patch) and unlock the game itself + Aztecs + some future DLC.

Or maybe it's just the Steam installer on the disk.well the disk, assume, is just so you can quickly install the game if you get the steam code.
Or have a cool laptop with no DVD drive to begin with.They'd have to have both super fast internet and a super slow CD/DVD drive on their computer for downloading everything to be faster than running the CD install.
The steam code is most likely going to be inside the box rather than emailed in advance.
