Will the computer always vote for themselves?

When you're holding a vote for UN Secretary-General and the computer is one of the "participants," will they always vote for themselves?
 
Not if they're gracious or polite to you. Helps to be at war with No.2, and be shelling out resources/gpt to them.

I had one cool game where there were no wars, except for the odd couple turn skirmish here and there. When I was within 10 turns of finishing the UN, I got No.2 to declare on me, and was generous with techs, resources, and gpt to the rest of the civs. It was a unanimous vote for me.
 
Another tip: Civs will never vote for a civ that they're currently at war with. I've had a couple games where I've (luckily) been able to embroil the rest of the world in a war with my "diplomatic competitor" -- as I've been building the U.N.. The result is, usually, a landslide victory (for me).

Yeah, the diplo 'dogpile' is pretty easy if you have paid any attention to keeping a good rep and attitude.

I assume Turner_727 had the No. 2 vote for himself.
 
Has anyone ever seen a game where the choice for UN Leader is two AI's? score wise I am in third place currently. I Have been wondering when the UN gets built, who will be up for election?
