It didn't say it would. I think you'll have to wait until the PTW Expansion pack comes out. Although you'll be able to edit existing civs into whatever.

No, there will be no new civs in 1.29f.

But it will include the possibility to create up to 16 new civilizations on your own without disbanding standard ones.
