I have pretty much always let the AI program decide what tiles my workers will work but now I want to micromanage more. If I select citizens to work certain tiles, will they stay there, or will the AI move them somewhere else if it feels like it?

They will stay there until they finish working the tile, then you will have to tell them where to go or what to work next.

To eliminate confusion, its probably best to refer to the guys that work the City Screen tiles as laborers. :)

If you switch tiles on the City Screen, they should stay put, although it is good practice to check again when that city changes size(either by growth or building a worker/ settler). Sometimes the AI will redistribute the laborer allocations when this happens.

The citizens' tasks get also re-assigned in case a cultural expansion happens.

A citizen could even be turned into an entertainer in the process, typical example: If you play emperor or higher, your new born 2nd citizen is often a clown (town growth and expansion in same turn, i.e. 1cpt from palace and 2fpt on avarage within 10 turns > clown in turn 10).

As long as you turn off the governer, your "citizens" (that's what I prefer to call them :) ) will stay put.

For the micro-managers, the only box that's checked on the governer's screen is "emphasize production".
