Windowed mode?

How do I get this to play in windowed mode?

Its in the readme but...... edit the civ4 ini file... change "FullScreen" to ask and it will ask you when you start if you want in in windowed mode.

If you get it in windowed mode not full-screen, then does it eat up less RAM and not slow down as much as it does in full-screen?
