This is a very original idea! Is HP somewhere out there, or is this thread dead?? Just my two cents.
I don't think it's realistic to add zombies: The human body is a very, very, very, very complex machine(did I mention it's complex?
). If you would change only the smallest of things, there is a horribly small chance it would work and live; so forget large changes to the human body, other than by purposeful design by very skilled and wise architects, wich will be technically impossible for the coming 1,000 years, methinks.
Your epidemic scenario is not very realistic neither; Such a thing would not very soon result in an overall chaos. There is an example, quite resent, of such a disease as your invention seems to be.
In 1918, the last year of the First World War, something more terrible than guns and grenades hit the world: Influenza! This disease, called Spanish Influenza, was a somewhat mutated form of the flu; It spread rapidly, mostly in Europe and the USA. 50% of the total World population was infected by the Spanish Influenza, and over 5% of all ill people died. Casualties amounted to over 2.5% of the world population, most of them YOUNG

) people, aged between 15 and 30. 50 Million people died of the disease, more than three times as much as the losses the First World War inflicted. Some countries lost over 10% of their population in one summer; complete Allied and German divisions in France were reduced to grave and sickbed by the disease. In 1919, the world had over 65 Million dead men, and ten's of Millions invalid humans, thanks to the Great War and the Spanish Influenza, and most of it was suffered in Europe and the US; yet not one country fell into anarchy, or changed regime. Man became immune to this type of the flu (in fact, you would not even be ill after contamination with this virus nowadays), mourned, and lived on.
What would be a more realistic scenario, (and that could be distinctly possible, I guess) is that the disease does not kill the victim, but makes him or her schizofrene and aggressive. In the US especially this would be a large problem, due to the easy acces to small arms. An aggressive schizofene would just kill his neighbour, if he thought the man was his enemy. This would disorganize the whole society, and anarchy would be the result. Then a military leader could rise, and try to expel the disease by force, i.e. by just killing everyone who has the symptoms. This to could create a very large source of barbarians; Madmen-saboteurs with small arms, and later with stolen military goods and foul nuclear weapons(tons of
waste in the US is just dumped in barrels in scarcely inhabited area's. They are unguarded and not looked after
, so they could be picked up and used, attached to a conventional bomb, to intoxicate the area where the conventional weapon explodes for up to 50,000 years). That is quite powerful.
One other thing: please release your background story, or just post your Civipedia articles on the forum, if you like. It would illuminate things for me anyway, and we could come up with some suggestions.
