I started making this civilization after failing to mod Civilization Beyond Earth but successfully making tiny mods for Civ5. This is altered from my original plans because the Etruscan Menerva is more like what I had in mind than Athena.

The civilization will be led by a robot masquerading as Minerva. This robot was built by Purity factions in order to better prepare humanity for colonization of the stars instead of evacuating Earth only to find the first colonists became amoral human/alien cyborgs bent on destroying all unmodified humans. As such, her civilization is super-specialized in science at the expense of faith and military might.
Minerva Prime was designed and programmed by Ascendant Pure (18P/10H) Elodie, and Masterful (P/S) Hutama, with help from and Masterful (P/S) Fielding and Mixed Purist (16P/8H/6S) Sochua with the full knowledge of Earth History (as available in Deep Memory). This robot is sent back in time through a wormhole no living thing can pass through, with the entire energy surplus of the planet going towards the wormhole open for less than 10 seconds. This robot is the swan song of humanity because Rampant (S/H) Alencar and Supremist Kozlov "emancipated" humanity on every inhabited planet besides the one shared by Elodie, Hutama, Fielding, Kavitha and Sochua.

Background: I started writing a fanfic in February of 2015 for Civilization Beyond Earth. It diverges from our reality cerca 2000 and converges with Civilization Beyond Earth's universe by 2200 if you assume that a technology manufacturing corporation specializing in recycling and asteroid mining was never seen as successful, popular, or important to be mentioned by Fielding (as a supplier of hardware to ARC), Sochua (as a competitor for research and manufacturing, working with North America and Japan), or Al-Falah as (the supplier of their generation ship) or if you consider unreleased mods part of the universe.

Holo Temple replaces temple; +1 Faith (instead of +2), +1 Culture, +12 (or +8) Science, +1 Happiness, +1 Production, +250 City Hit Points, +100 City Combat, Strength, grants 1 Merchant of Venice in city where built

Digital Oracle costs 125 production, gives +30% Science in city and +1 Gold, grants 2 Merchants of Venice in city where built, unlocks with Computing, requires Holo Temple in all cities, cost rises with number of cities, not technically unique because any civilization can build it, as long as all their cities have Holo Temples. This makes it as good as a Unique National Wonder when there is a limit of 2 uniques per civ.

Gifts from Future: Earn Great Scientists 50% faster, Earn Great Engineers 20% faster, +2 Science per Specialist, +5 Science per Great Person tile improvement, combat Penalty of -30% attack strength when attacking additive with -30% attack outside boundaries

Best of luck and success to you, pansophical Minerva Prime. The Masterful Purists of the far future programmed you as an advanced AI to send back in time and set things right. The result of centuries of cultural and scientific progress by the Masterful Purists in the face of extinction by the onslaught of the robotic forces of the Rampant Supremists. Technology is supposed to serve humanity, not eradicate it! Sent through a short-lived wormhole using all the energy of the planet as the swan song of humanity, your duty must be fulfilled.
Strategic and clever Minerva Prime, the world requires a leader who can steer humanity in the right direction, guided by brilliant intuition and foresight. Can you lead the people in the creation of an advanced empire guided by technology but not oppressed by it? Can you build a civilization that will stand the test of time?

What do you think? I started making the XML and art files. Is this civilization balanced? I designed the civilization to have little option besides science victory with a mostly pacifist leader (will never prey on the weak but will defend the weak against warmongers). The unique ability makes the civilization a science powerhouse without feasible firepower, while still having high defense (so it doesn't get conquered easily).

Yes. The best way to win against Minerva is to use effective anti-turtling tactics to puppet or annex all her cities before she enters the industrial era.

  • Not going to work unless MOV is registered with the civ as a unique for it within class UNITCLASS_MERCHANT or you use lua to directly give the MOV.
  • If you use table <Building_FreeUnits> this will not give incorrect units from within a Unit-Class for the player who constructs said building. If I state UNIT_AMERICAN_MINUTEMAN as the free unit to be given by a building, only America will actually get Minutemen -- everyone else will get UNIT_MUSKETMAN, UNIT_FRENCH_MUSKETEER, UNIT_OTTOMAN_JANISSARY, or UNIT_SPANISH_TERCIO depending on what is normally appropriate for them to train in their cities for the Musketman Class of units.

If you make the Holo Temple a unique replacement for the standard Temple building, and make the Holo Temple fit into BUILDINGCLASS_TEMPLE, then anyone will be able to construct Digital Oracle because <Building_ClassesNeededInCity> and <Building_PrereqBuildingClasses> specify the Class of Building required and not the direct building from within a Building-Class. To make it work as described you would need lua.

As far as balance goes, I would have to say no. +8 (or +12) science from a building that fits into the Temple-Class of buildings is overpowered -- adding the other stuff to the same building may be fun to play once or twice, but makes it essentially an 'instant-win-pushbutton'.
 
OK, I made the Holo Temples overpowered so I need to nerf them. How does this sound?
