Worldbuilder is for steam users only, because Civ5 is for steam users only.

why should it be non-steam? I mean everything has with civ v has to do wuth steam. It makes perfect sense why it is steam. Also, steam is free to let you know

The game is exclusively on Steam. So why is it alarming that the modding and map editing tools are as well?

That isn't odd at all.

The mod downloader's servers are not hosted by Valve, but by Gamespy. So obviously you'd need a gamespy account.
