Won't let me build upgrades in cities!?

I've only been playing the game for a couple of months but in the game im playing at the moment for some reason it won't let me build any city upgrades such as factories, hydro plants, recycling plants etc. Wondered if that sounds familier to anyone or if its just a bug in the game. All the cites i've recently conquered are all suffering quite badly as i can't get them up to scratch.

I seem to remember enabling going into war mode or something like that but only because it popped up randomly after pressing a button or two by mistake so not sure if that might be having a bearing on anything? WOuld appreciate anyones insight on this! Cheers!!

You have mobilized for war, which means military construction is faster (with a few exceptions), but you can't build nonmilitary items. Signing peace with an enemy or the death of an enemy will cause you to demobilize.

is there no other way of demobalising before i either wipe them out or peace is declared?

you ca o right back to war after ward or rebuild. i suggest getting a temple oly in your new cities than going again.

errm, or you could click the demobilise button! WOW!

go into your advisors, just below where you choose which government you want, you can swap from mobilized to normalcy at will.

There is no mobilize button. Once you press it, it is stuck until you make peace.
