Won't recognize my trade route to a City State

My ally Venice asked for a road to my capital. Since it was only three desert hexes from my capital, I figured it would be a good idea.

Furthermore, they actually built a road east of Venice, so I only needed to make two roads, so I did.

In case it matters, both hexes were in my territory, one on desert and the other on Ivory. The ivory was the one next to my city, and it was between two rivers.

If you highlight all three hexes, you can clearly see it says "Road". And you can see the road on the screen. I can move up and down the road at road movement costs. Nothing is blocking the way.

However, the little trade route symbol doesn't show up under Venice, and they won't recognize the road. Under Diplomacy they're still asking for a road, even though it's clearly there. And yes, I made sure I didn't confuse Venice with Vienna, I even clicked on Venice in the Diplomacy screen to be sure, and it zoomed me to the right city.

I even waited a few turns to see if maybe they'd need some time to figure out it was there.

Is there a known bug - if so, what is it? The fact that the city state built part of it by themselves?

If not a bug, is there some other condition I need to meet? A technology to cross a river or something?

I dont have the answer for you, just another example. Again, post-patch, a CS requested a road which I built to their capital. Same as your experience, I could see it on the map, every tile had 'road' on the pop-up, but the game wouldnt recognise it, and the CS kept asking for the road.

This kept up right throughout the game, so it couldnt have been a technology thing. I am thinking a bug.
