Work boat not built

I started with rome on earth, epic speed, noble difficulty, built the city where the settler starts. I immediately start building a work boat, and make sure the city has max production instead of max food.
I also research mysticism, and the research and the boat finish at the same time. But, the work on the work boat starts all over again instead of finishing a boat i can use...

This is not a bug afterall! It turns out i just switched on "automate workers from the start" and the boat ran off and built something, so i didnt see it....!
