Worker Dogpile Exploit

Workers Dogpile is an exploit where workers are added to a city
in the last phase of the game to acheive higher scores

Hence GOTM scores & HOF score would be effected. However
I beleive this could easily be detected.

It can create 1000+ cities after genitics is researched.
