Workers reset

Someone please help, this is driving me INSANE!
Every turn, a random number of my workers will stop what they're doing and ask for orders. This is happening to workers anywhere, from the frontline to the core of my empire with no enemy in sight, and it's happening to route-to and choppers and village builders equally. I have no idea what is causing this, it appears to be entirely random, and it is driving me NUTS!
 
Yeah, thought of that. Discounted it. Wasn't even an AI present to interfere, my borders are closed to all. They just... stop and ask for directions. When it happens, it happens to the same workers turn after turn, for something like 2 to 5 turns in a row, and they then return to normal.
 
Update: I wanted to post a savegame, but it appears reloading a game fixes the problem temporarily, until it happens again to random workers a random number of turns later. It does not, however, appear to happen to fully automated workers, but route-to workers are affected.
 
It's possible that may be the result of an enemy/barbarian unit being several hexes away from the worker. I'm not sure how far the other unit has to be to trigger the confirmation of the next action of the worker/s, but it happens to me when a barbarian ship is near the coast even if I don't see it.
 
Now that I have several destroyers and antiair guns that have uber vision, I think this might be the point. But still, the reset range seems to be HUGE, six hexes or more.
 
Yeah, that's a definite area of improvement. Workers right now act like they have spider sense. :lol:
