Hey there, was having a problem with the world builder after it kept saying something about startup script error see lua.log and disable mods.
After multiple tests and Google searches it appears that trying to edit anything about player placement (setting new start position or even just changing the civ) breaks the map when trying to load it.
Seems like its been a bug for months or years even?
Feels like a long shot just to ask but has there been any work around to this?
I haven't found a single solution.

It is possible to set new start positions for civs and city-states on a World Builder map but there are a few idiosyncrasies to the process!

First, is the map you’re referring to one you’ve i. generated through Worldbuilder, ii) built from a blank canvas or iii) imported from somewhere else?

Assuming it’s the first: When you generate a map it will randomly choose Civilizations (but not CS’s) and assign them Starting Positions. To adjust this, in the map, open ‘Advanced Mode’. This will reveal all of the Starting Locations on the map (look for the little city icons). Select each plot that has an icon and remove it.

Go to Player Editor and remove all of the ‘players’ that are there. Then add the Civs you want. If you were to launch a game using the map at this point it would assign the Civs to random Starting Positions according to their inherent biases (Mali on desert for example).

To assign a Starting Position yourself, select plots and always choose ‘Player’ (irrespective of whether it’s a Civ or CS you’re placing).

IMPORTANT: if you place one Civ/CS from those you added in the Player Editor you must place them all. The map won’t load if only some are placed.

Thanks for the info, half way to working.
Did a test with a duel map.
Remove plots
Re add 2 players plus a free city (free city a city state?)
Works if I let it be random and I don't place a start point.

When I try to add a start point (I did put down first just both main players then my second attempt both players plus a random city state as player)
That still crashes...
Tried again just adding two players (human and AI) no free city, placed both players and still crashes, unfortunately.

Did check above post but as I've done nothing but remove and add players the start position most don't really apply.

It does also sound like WB is still WIP however XD

Found a workaround.
Have to place a city instead, not a start position.
It elimates any starting units you had however (mod dependant) but just manually set your units near the city and in order for other civs to not start to close you'll have to set a city for every civ.

It will however leave a random patch of scouted land because the original unit start position still remains but is deleted upon start.

I know its years but, for some reason even tho i did what you said the civs dont spawn with units nor do they spawn with cities. Is there some setting i need to enable.

I haven't used World Builder for a couple of years but will help if I can! What is it you want to have happen on the map?

So basically i wanted civs to have their own starting positions. The civs spawned in the starting positions but not the specific civs i wanted. Anyway i asigned every civ a city and a warrior but when i load the map the civs dont spawn with cities, they just spawn with a warrior and a settler(not in the starting position i wanted). So i was wondering if there is a setting i need to enable when creating a game so that the civs spawn with a city. The only potential thing i found is a senario option but have no idea how this works.

It's hopelessly broken. Even if you successfully place a start location, you can't actually see it. Shame on Firaxis for never finishing World Builder, which would be far more useful than having zombies and so on.

This thread has some good tips:

Whats the point of placing the city in world builder if it doesnt spawn in game. But like Abaxial said atleast we got zombies.

Made it from scratch
If it's not loading, then I think it might be one (or more) of the following problems:
1. There are active mods that are stopping it loading - when you start creating a map any mods you have active will also be included in the version of the map you're creating and might not be compatible with World Builder. In this situation, there's not much that can be done I'm afraid.
2. The ruleset you used to create the map is not the one you're playing the game with (e.g. you've got Gathering Storm but when you started creating the map you did not select Gathering Storm as the ruleset. Again, if that's the case then there's not much that can be done.
3. (I hope it's this) There is something not matching within the Player Editor or Starting Location placement. To solve this try the following:
In advanced mode, in the Player Editor, add the Civ you want to be as ‘Add player’. It’ll appear as ‘Human - [civ you selected]’. Add all of the other civs and CS’s you want using ‘Add AI player’. Then click on each and ensure that each ‘Level’ is correct (I.e. each civ is ‘Civilization’ and each CS is ‘City-State’). Then select plots to add each starting position. Always choose ‘Player’ irrespective of whether it’s you, an AI civ or CS. Make sure that there are starting positions for every civ/CS you have chosen. If one is missing the map won’t load.

PS. If you're comfortable sharing the map file, I'd be happy to look to see if I can identify what might be stopping it from loading
