World builder and city states

Hi, i'm currently working on a 6 player balanced map for multiplayer, and wish to know if there is any way to modify city states (type and attitude) inside the world builder.

welcome to the forums. You can't do that from world builder, but you can do that with mod buddy. I'd suggest reading one of the modding guides in the tutorials and reference if your interested.

You can change their attitude? Because the Hostile and Irrational ones are annoying, I'd rather be surrounded by Friendly ones.

actually I'm not sure about the attitude. You can change flavors and types which may or may not affect attitude, I'm not really sure.
