World Builder and permanent alliance?

Hi,

Is there any way to go into the World Builder and create a permanent alliance?

It's enabled in my current game. In fact, the Malinese and English have formed a P.A., as have the Germans and the Persians, which has made this end-game much more interesting than I thought it was going to be. It would be extremely cool if the French and Indians and/or the Chinese and Aztecs would form one as well.

Also, is it possible for a P.A. to have more than two members?

So, if anyone could post a step-by-step guide to manufacturing P.A.s, I would truly appreciate it.

Check in the Creation+Customization Forum, they have a thread on editing the World builder files(which is what you need to do, in the World builder itself you can't edit relationships)
 
in the World builder itself you can't edit relationships
actually, i believe that the last button in the top right menu edits relationships. it's called diplomacy mode, and yu can assign a +100 to -100 diplomatic modifier between civs, as well as start and end wars.
to make a PA, (i've never done this):
save your game in worldbuilder. use the on screen button, not ctrl-S. exit the game. open the WB save with notepad. look for something like this:

LeaderType=LEADER_ASOKA
CivType=CIVILIZATION_INDIA
Team=1
PlayableCiv=1
StartingX=24, StartingY=10
Handicap=HANDICAP_NOBLE
EndPlayer
change the team number to match the person you want to team them up with. save and exit, then load the WB file. presto! should work, at least.
 
I tried this in The Road to War Open Play but when I start the game up and load it, it just says that I have been defeated and there are no civs on the map
