World Builder problem

I've been working on a scenario in world builder lately, and I recently modified some of the XML coding for civ names, etc. I've tried to worok on the scenario further in world builder but now it doesn't save any changes I make. Why is this?

Also, the world builder won't let me place cities for any player apart from player 1 and barbarians. It places thier cities as a blank tile of teritory with a blank city info bar. How do I get around this problem?

Try exiting the world builder than go back to it. The cities should look OK then. (At least it worked for me.)
