World Congress Vote - Stuck in a Loop

So who else agrees that Gathering Storm is the worst release since Civ 3? A massive, massive disappointment. Anyway, on to the question...

I cannot get thru the vote. No matter what combination of votes among the 4 possibilities - the "next button" is always grayed out How to make a vote and move on? So stupid since the impact to the game of these congressional votes is so minuscule. I've been sitting here for 30 min trying to continue the game to no avail.

Bug???
 
Without screenshots or a save file, there's not much help to offer. For most votes, you know you have to pick a target from a drop down menu, in addition to voting Yay or Nay for one of the two options.

I understand the yea/nay and the dropdowns. Problem is - once a vote is selected, it returns any previously selected back to zero. So if 1 of 4 is selected -no problem. Once the second is selected, 1 becomes unselected. I cannot move past this screen.

I see no problem in your screenshot. 1 vote for Proposal 1.B and 1 vote for Proposal 2.A. You need to use the right-hand scroll bar to show us how you voted on Proposal 3.

I can definitely see that the exciting elements of the new release are there - mostly after the Renaissance era, but they are certainly there. I've been playing Sid's games since DOS CIV I so I was not about to give up on this one.

Interesting that the military engineers are needed to build RR - but no "build a road to" command. Have I somehow missed it? That feature should be old hat.
