Man I hate those Zulu!!! :mad:

If restrictions were an option I would go across a Huge map just to force them on the Zulu. GGGRRRR!!! :mad: ;)
 
It would also add an interesting way of being defiant or a power broker. For example, a nation could lose a war and have arms limitations put on them(Zulu for this). THe Zulu decide that the treaty is invalid and build up anyway. Any nation who signed the arms treaty with them can now attack the Zulu without a penalty for being aggressive(penalties for sneak attacking and ROP breach still apply, but not those applying to non-territory related agreements such as trade or gpt). You can even involve those who didn't sign the treaty in a special MA for the purpose of arms limitation.

Another new kind of MA would also appear. This MA would allow penalty free pre-emptive strikes, but could only be legitimately set up under this condition: the military might of the target must be greater then the combined military might of the alliance partners. There would also be a system so people couldn't creat two or three of these so they could meet the condition.
