Do you think it would be possible to play a game from scratch and, by your will, have the game end up with 3 major super-states, all communist, the tech pace halted, with all 3 in a never-ending war of attrition, like a 1984 type world?

The goal, from the start, would not be to win, but rather have the game go on like this for say, the last 50 - 100 turns? I think it would be a nice change of pace, rather than just world domination or diplomacy on the higher levels.

I think the AI would have to be, at least, on emperor. I think I would keep all the victory conditions on, too.

Probably not. I don't think you can halt the tech pace without getting to the point where you've all but won, and that doesn't sound like your intention.

But a scenario like that sounds not only possible but a good idea if executed well.
