Obviously there has been some talk that considering the number of Civs (19), it is just a natural assumption that there might be expansions later on which would add more content.
Some people are strongly against buying more expansions, while others people look foreword to that.
Personally, the way I think of it is like this:
The base game is more concept innovation, and less on content. And the expansions just add more content and build on that base concept.
I would buy the expansion(s). Anything new, I would buy along the way.
