When playing Civ, I often have several different levels of targets. For example,

"Playing as John Curtin of Australia
Target victory types: Scientific, Domination
50 turn target: Invade France
10 turn target: get Iron from near Brisbane
3 turn target: destroy Barbarians near Memphis"

When I later continue the game, it is common I have forgotten these targets I was aiming for. Especially, if I am playing multiple games at the same time or when I can't continue the game the next day.

I would like Cive to have a notes section for these targets.

When loading, the game shows these notes and gets the player oriented right away instead of trying to figure what i was actually doing.

When saving, the game asks for this information with manual saves.

Note that I've not defined exaclty how the notes are entered. This just an idea.

What do you think? Do you ever have this problem?

I guess I'm showing my age as well because I use Emacs for this purpose.

But I agree it would be convenient to have this note-taking functionality in game so I wouldn't have to alt-tab over to my editor every time.

I was asking a similar question recently, regarding note-taking during a game to keep track of objectives and goals. I never do it but I'm pretty sure I would do better if I did.
That being said, I think that the game is already complex enough without adding up a layer of notes or alt-tabbing to another application.
In that respect, I think that good old pen and paper would work better than anything else.
