Written in Stone second step bug

After building an expedition on the tile, per the request, I moved a new military unit onto the tile. No additional steps have shown up.

Game version 1.0.0.574

I have the autosave relevant to the quest, and the save from the turn after I moved a unit onto the tile uploaded.

This is not a bug:
There is an extra action available: "Enter Site", right after the "x" action button.
