Yes, you do. It is set up as a Multiplayer scenario, but you can play it as an SP-equivalent game. Enter through the Multiplayer menu option and select the War Machine ruleset. Then in the next screen pick France or Germany to play yourself and set the other playable opponent to be played by "Computer" (it should show "Computer" by default). Off you go.

This sounds weird.

Is it a bug or does it work as intended ... and if so - why this design decision?

(Not that it matters for us civfanatics with a helpful and educated community. But I could swear that a less "forum affine" player will never find the scenario, if he/she isn't into multiplayer games by chance.)

Sounds like a bug to me. Usually the scenarios can be accessed both in SP and MP. Can you select the scenario as a ruleset when setting up a regular single player game?

Apparently it's not a bug. The Scenario Designer mentioned that it was MP only in passing in the live stream yesterday when @FXS_Sarah was interviewing him.

Fair enough. A scenario based solely around tactical combat isn't exactly going to be fun to play against the AI anyway...

Isn't it up to the player to decide if he wants to play a scenario against a weak AI?
They can note the "weak AI" in the scenario notes and suggest to play against another human player for a challenge.
They could also adjust the scenario such that the AI gets a bonus, e.g. more troops to start with or a combat bonus.
Or they could make 2 balanced scenarios, one for Germany, one for France.
