XML Failing to Load (Civ 4 BTS)

I find that on my US laptop the game works just fine, on my Korean desktop XML errors show up every time I try and load BTS, and in game things like TXT_GREAT_GENERAL show up and cloud everything.

I suspect it's related to the language of the computer. How would I change it so that the game works? Please note that my desktop is in Korean, but I myself am not fluent in Korean. Using my dad's desktop, see.

So I might need a visual guide (click the third button down, "____" then right click on the...).

Computer stats:
*DirectX 9, 10, 11
*Windows 7 Home Premium
*Intel Core Duo 2.80 GHz
*4.00GB RAM
*NVIDIA GeForce GTX 460
*Realtek High Definition sound

Thanks! Problem is, don't know how to reset language on this comp--I'd need a visual guide for Windows 7 to fix that. Alas.
