He's done that to me too (there was a big lake between us at least, but still), I think this only happens when they get retrograde thrusters but I'm not entirely sure.

It's slavic federation, not russian federation

I think they landed around turn 15 ish, but yea, i mean..... literally the minimum distance possible between two cities...

fortunately, both these cities are now mine

I don't know if that's an intended feature of Civ BE but it is quite noticeable that the system that determines how to distribute the players' capitals isn't quite as much as balanced as the one of Civ V.

Some capitals have more lands than others and the distances between capitals aren't even.

This is a very extreme case though.

This is my experience. Settling on the edge of the retrograde thruster area can put you in the way of a pre-chosen landing area for an AI.
